A public library director or library staff member is able to:
- demonstrate an understanding of state and local budget requirements
- identify potential additional sources of income for the library
- develop, prepare, justify, administer and evaluate a budget based on short and long range goals
- implement accepted accounting practices and procedures

CS3 – Trustees shall be knowledgeable about the library’s annual budget and skilled in advocating for the library’s needs with local government, community leadership and state government.
