A public library director or library staff member is able to:
- implement and explain day-to-day library policies and procedures in areas such as circulation, interlibrary loan, reference, and Internet access
- explain the application of library laws and library ethics in providing services to the public
- establish a welcoming environment that encourages active use of library services by the public with convenient public services, effective study areas, convenient traffic flow and excellent signage
- perform library operations including circulation, reference, interlibrary loan, reserves, registration of borrowers, collection management, computer maintenance and management and inventory control
- communicate effectively with individuals from diverse backgrounds and develop programs and services for all ethnic, cultural, social and age groups
- deal with confrontational and emergency situations
